Rio is a visual representation of WW2. He is immortal, with a flag of every country that took part in WW2 tattooed on his body.

Rio is able to view the War from the eyes of everyone who took part. He is not proud of this ability. It is something he wishes he never had. Although it gives him a great understanding of the history of the War, it also enables him to re-live the death and destruction of every soul.
